Floyd County Grand Jury Issues Indictments in 2003 Palmer Murder Case

After more than two decades, a breakthrough has been announced in the investigation of the brutal 2003 murder of Richard "Dickie" Palmer.


The Floyd County Commonwealth’s Attorney, Eric Branscom, confirmed this week that indictments have been issued by the Floyd County Grand Jury for the individual responsible for Palmer's death.


Palmer’s body, along with the remains of his red Australian Heeler, Rufus, was discovered on April 22, 2003, inside his Chevrolet pickup truck at Perry Park on 12 1/2 Street, SW, in Roanoke.


The City of Roanoke Police Department initially investigated the case as a homicide, but it was later determined that Palmer was killed at his residence in Riner, Floyd County, and transported to the location in Roanoke.


The Floyd County Sheriff’s Office responded to Palmer’s home the day after his body was found.


Blood was reportedly discovered in the yard by a family member, prompting the office to request the Virginia State Police Bureau of Criminal Investigation (VSP BCI) Salem Field Office to take over as the lead agency.


This week’s indictments mark a significant step forward in the long-unsolved case.


The name of the defendant will be released following their arrest, which authorities indicate will happen in the coming days.


The suspect is already in custody, and officials have emphasized that there is no danger to the public.


“After 21 years, it is incredibly satisfying to provide answers to the Palmer family in the brutal murder of Dickie,” said Senior Special Agent Douglas R. Hubert of the Virginia State Police Bureau of Criminal Investigation.


Commonwealth’s Attorney Eric Branscom expressed gratitude for the collaborative efforts of multiple agencies. “Special thanks for the diligent efforts of the Virginia State Police to develop the evidence necessary in this case to proceed with charges.


Special Agent Hubert and Special Agent Cromer completed the investigation started so many years ago by the Virginia State Police Bureau of Criminal Investigation,” said Branscom.


The investigation brought together numerous agencies, including the Virginia State Police Bureau of Criminal Investigation, the Virginia State Police Unsolved Violent Crimes and Cold Case Analytical Support Team, the Office of the Attorney General Sexual Assault Kit Initiative (SAKI) grant program, the Floyd County Sheriff’s Office, the City of Roanoke Police Department, and the Texas Department of Public Safety Texas Ranger Division.


An informational media briefing will be held at the Floyd County Courthouse tomorrow, January 22, 2025, at 1:30 p.m., to provide further updates on the case.


The Palmer family and the community have waited over 21 years for answers. This significant development marks a milestone in the pursuit of justice for Richard "Dickie" Palmer.
