PSA Seeks to Improve Koehler Sewer System


COLLINSVILLE, VA

 

(June 18, 2024) – The Henry County Public Service Authority (PSA) Board of Directors has approved a funding proposal to address issues of inflow and infiltration in the Koehler Sanitary Sewer System.


This initiative follows financial assistance received from the Virginia Department of Environmental Quality (DEQ) Clean Water Revolving Loan Fund.


The project will involve rehabilitating 80 sewer manholes and more than 9,000 linear feet of sewer lines within the Koehler system, totaling $3.56 million.


Of this amount, approximately $1.07 million qualifies for principal forgiveness. The remaining $2.49 million will be financed at a 0.5 percent interest rate over 30 years, with an annual payment of $89,545.


Inflow and infiltration are terms describing how stormwater runoff and groundwater enter sewer pipes.


Inflow occurs when stormwater enters through sources like foundation drains, while infiltration happens when groundwater seeps in through cracks, leaky joints, or deteriorated manholes.


Excessive inflow and infiltration can overwhelm the sewer system, leading to overflows and backups.


The primary goal of this project is to enhance the PSA’s capacity by reducing sanitary sewer overflows caused by these issues.


In other business, the Board:


- Approved the write-off of uncollectible utility billing accounts totaling approximately $46,732 for 2023.
