Two-Year-Old Rescued Amid Allegations of Child Abuse; Parents in Custody

Authorities in Franklin County responded urgently to a distress call on Wednesday, June 26th, 2024, at the 600 block of Paradise Acres Drive in Boones Mill.


The call reported an unresponsive two-year-old child, prompting a swift deployment of Franklin County Sheriff’s Office and EMS units.


The child, suffering from severe injuries, was swiftly transported to the hospital where medical intervention stabilized their condition.


In a dramatic turn of events, Andrew Ralph Fokas Jr. (39) attempted to evade arrest but was apprehended by law enforcement.


He faces serious charges, including felony Child Abuse and Neglect resulting in serious injury, and is currently held in custody without bail.


Following the initial arrest, Jennifer Warren Altice (34), the child’s mother, was also taken into custody on Thursday, June 27th, 2024.


She faces identical charges of felony Child Abuse and Neglect leading to serious injury and is detained without bond.


The child, under medical supervision, is reported to be in stable condition as investigations into the incident continue.


The Franklin County Sheriff’s Office maintains that this case is under active investigation, and further details may emerge as the situation develops.
